The one inch width is going to make a bigger difference than the diameter. More likely to rub on fender flares, steering and suspension components, harder to turn, less traction per tread block, etc.

I'd stick with 12.5 unless you really have a reason you need to go wider.

What brand do you like better? Realistically no, the 1/2 inch isn't going to make much of a difference and you are better off picking based on brand, price and tire type (at vs at vs rt). With the current price of 39s being 700+(I paid under 500 a tire when I got mine) I will not be going 39s again honestly solely because the price is outrageous for the small gain.

If the 39 is a BFG then the 38's are likely bigger anyway. 39" BFG's measure ~37.5".

Sometimes the real difference between xx" tires and yy" tires is only about half an inch, meaning 1/4 difference from ground to hub center.
Gotta go by the REAL tire dimensions, not "advertised sizes".
A 32" tire and a 33" tire, for example, is often only .6" diameter, meaning your truck would sit a whopping .3" higher (three tenths of an inch)

I left the make of the tires out I didnt want any one saying one is better than the other because thats what they use. I look at there website and both had same difference on there size tire.
38 inch tire was 37.8 and 39 inch tire was 38.8
