I ran into the same issue when I was trying to pull mine apart. I couldnāt get it to come out of the top with pliers/a pick (still canāt) and when I pulled the fender liner to pull the whole assembly out, I also had what appeared to be the filler neck sealed to the rubber hose.Not sure if there was ever a change in design or sealing of the fill neck to the rubber tube? Im swapping inner fenders and was trying to pull the whole thing to access it (channel lock method did not work) but the rubber won't budge from the fill neck at all. i ran a pick around the top part after loosening the hose clamp. i've tried to twist the rubber off the metal and it won't budge. it's as if it's sealed together.....
not sure if anyone else has ever encountered this?
So, as of now, Iām still running around with it stock. But Iād really like to get it out before a cross country trip this summer so I can use my discount diesel card.

Had to use muscle and a different position with my channel locks to get it out. Once I got it to turn inside the neck. It started to come out. Had to turn it about 90 degrees.
