Which tonneau is that and how well does it work with the Tyger bar? Are there any provisions for mounting lights on top?

That's actually the Tyger T3 from them as well, and yes you can mount lights on top of the bar. The T3 works great with it, I have no complaints. Here's a link to the sport bar:

Rugged Ridge Sport Rack. Installed this past weekend. Going to paint match it and install KCs. Also working on designing and fabricating some brackets to allow it to work with my Bestop tonneau, but that will be pretty involved. As for the rack, I think it is a great product for the money.

I wonder if I could cut the tabs off that go to the trail rail and bolt it to my tonneau

It's relatively heavy, or at least a little heavier than I expected. But I'm not familiar with the design of your tonneau you have pictured.
