All that means is they arent spending extra money going after manufacturers. Everyone else is still in trouble.

Based on the article, it seems more like a bunch of people are trying to read between the lines to find something, rather than there actually being anything of substance. Defeat devices are still going to be illegal, and violators will still risk fines.

The new regs for 2027 give some relief to the DEF limp mode problem. Instead of going into limp mode at 5 mph. It will let you continue to drive at a reduced speed of 60 mph for a set time, then reduce the speed again. The speed will drop in steps, if I remember.

Your DEF usage will be going up though. Some are saying double the amount.

The laws are exactly the same and will remain that way unless Congress changes them.

Beyond that, individual states are still increasing either their standards or their enforcement, or both.

There may be a few less proverbial speed traps now, but they’re still pursuing speeders and will penalize the ones they do catch.

Laws don't have to change. The bureaucrats write the policy requirements. Look no farther than the EPA. These people are going to end all diesel production unless they are stopped. The only people who can stop them are us at the polls.

EPA is a joke. Same organization that allowed Dupont and other private industry to pay them off to allow PFAS at toxic levels then defended their action with more payouts to keep their clients at bay (private industry). Go watch Dark waters, if you havent seen it, great movie.

Then they peddle the diesel emissions shit as bad, when the largest polluters of diesel, i.e.: cruise ships, diesel locomotives and etc. get a pass.

They are the government mouthpiece for agenda pushing. As to the diesel in vehicles debate, while sure they might be cleaner, the emissions systems make the diesels less efficient, I doubt there is a real benefit in real life testing.

Per the EPA memo, "OECA will return the following three current initiatives to the standard “core” enforcement program at the end of FY 2023. Initiatives returned to the core enforcement program remain important areas for enforcement and compliance efforts, even though they are no longer national initiatives. As part of the core program, in collaboration with authorized state programs, OECA and the Regions will continue to conduct inspections and pursue enforcement actions."

The second one listed is "Stopping Aftermarket Defeat Devices for Vehicles and Engines"

There's been no credible analysis measuring the emissions of the entirety of the emissions industry.
What looks at the situation objectively it appears there's more to the emission standards and requirements than just reducing emissions.

Retroactive via software update? That would be a real hassle to buy a vehicle that gets less useful over the lifecycle. Going to be two tanks to fill at every stop.
