Came here to say this, this is the best advice. Don't unplug the battery or reset anything. In CA you can have 2 sensors not ready if I recall correctly. You can ask a 60 day operation permit in CA at the DMV to give you some more time for the sensors to be ready.
This is the winning answer. Thanks to all who chimed in. Much appreciated.

So, I did as the manual said,

1. Cycle the ignition switch to the ON position, but do not crank or start the engine. NOTE: If you crank or start the engine, you will have to start this test over.

2. As soon as you cycle the ignition switch to the ON position, you will see the Malfunction Indicator Light (MIL) symbol come on as part of a normal bulb check.

3. Approximately 15 seconds later, one of two things will happen:
â—‹ The MIL will flash for about 10 seconds and then return to being fully illuminated until you turn OFF the ignition or start the engine. This means that your vehicle's OBD II system is not ready and you should not proceed to the I/M station.
â—‹ The MIL will not flash at all and will remain fully illuminated until you place the ignition in the off position or start the engine. This means that your vehicle's OBD II system is ready and you can proceed to the I/M station.


And my MIL light did the latter and stayed on, which means it's ready. But it failed the smog test, so I guess it needs to go to the dealer.

Just bought a 2022 Gladiator Rubicon Diesel with 20k miles in Oregon at Grants Pass Toyota. Drove it for about 2k miles since Dec. 22 and yesterday, 1/3/2024, it failed smog in California. The cycles are not completed. I would have thought it would have completed by now. The Toyota dealership did replace the battery and removed the Tazer that was in it. I never got the details about what, if any mods were left by the Tazer, or if they're even able to remain once the Tazer is removed.

At any rate, is it legal for Oregon dealer to sell me a vehicle that is 50 state legal, yet doesn't pass smog in California? What do I need to do to get it to complete the cycles? And is it ok to clear and reset the codes?
It's a harness issue.... I ordered a 22 JTRD in Vegas, got delivered, drove home to liberalfornia and was required to pay the state extortion and have it smogged, BRAND NEW....

Wouldn't pass.... said the sensors/probes were not cycling..... ultimately it turned out to be the harness to the sensors had touched the exhaust and was causing issues (I think it was a defective harness)
Dealer even tried to tell me it needed 6k miles to seat the sensors and have them cycle..... that was bullshit

Get the harness checked

This one got bought back 3k later for blowing the HPFP

I remember reading about people buying a new JT's out of state and not having the monitors reset by the time they made it home to CA 2000+ miles.
What are the "monitors" you are talking about ? Thanks

For newer vehicles, there is no longer testing of the actual emissions. The Smog check computer connects to the on-board computer through the OBD port and requests an update on the emission systems status.

The on-board emissions system does the monitoring of the related components and stores the data. There are multiple sequences under specific conditions that have to be driven and monitored for the various tests to pass and complete. The various sensors are used to ensure the system stays compliant with the regulations programmed into it.

Whenever there's a power disruption to the emissions computer, all the stored data is lost and testing has to start over. Until the cycles are done and the computer is satisfied that the emissions system is working properly, any Smog check will fail.

I had this happen with our Compass when I had to replace the battery. The Smog check guy explained why it failed and didn't charge me for it. I followed his recommendations and took it out for a long drive. I then used the OBD device I bought to use with AlfaOBD to check it. The app provided with the OBD device has a section that reads the emissions computer and tells you if it will pass a Smog test. I now always do that before getting the yearly test done. (I did go back to that Smog location and paid for a test after it showed it would pass).

Great explanation! Most people who don't live in an emissions testing state would never know about or even care about readiness monitors.

Thanks for the detailed response. When I was still active duty and living in California, the only vehicle(s) I ever needed smog tested were my old school VW's (think 1960's)... and they could be a challenge when being tested, but nothing a nice jesture or large tip couldn't fix... at that time, everybody had thier "guy" the would go to, but there was a lot of fraud hoing on... so it seems going through the OBD port maybe takes the "cheating" out of the equation, I'm so glad I no longer have to deal with such things.

When I was still active duty and living in California, the only vehicle(s) I ever needed smog tested were my old school VW's (think 1960's)... and they could be a challenge when being tested, but nothing a nice jesture or large tip couldn't fix... at that time, everybody had thier "guy" the would go to, but there was a lot of fraud hoing on... so it seems going through the OBD port maybe takes the "cheating" out of the equation, I'm so glad I no longer have to deal with such things.
When I first moved here, the test involved a sniffer that went in the tail pipe. The engine had to be run at different idle speeds for about three minutes. I don't know if they still do that. The JT and Compass have just been the OBD port tests.

When I first moved here, the test involved a sniffer that went in the tail pipe. The engine had to be run at different idle speeds for about three minutes. I don't know if they still do that. The JT and Compass have just been the OBD port tests.
I only ever dealt with the sniffer(1990's) ... thats how they were able to manipulate the test. For awhile, test manipulation was a big problem.

I'm sure the test manipulation led to the contained systems. It was also a big problem here. There are some that used the Classic Car option to get out of the Smog Check. They have started cracking down on that, too. It used to be available for any car that was at least twenty years old. I haven't read up on all the details, but they are making it more difficult.

Moved out of California in 96. Miss it every day. Then I think about 6 dollars a gallon gasoliine, insane regulations, high crime higher taxes. No thanks. A beautiful a place as I've ever been with great weather but couldn't do it any more. Voted with my feet.

Took a lot of driving. Was kind of a pain in the butt.

Diesel still gets the sniffer and has to be completed on a Dyno. There are only about 20 shops in the valley that are certified for diesel emissions.

My last diesel emissions test was in 2018 on a 2006 model. I probably should have kept it instead of getting the JT, only had 130k miles on it.
